I'm looking for information on Stephen Bates, who was listed in 1800 NY state census index as living in Tioga County, and in 1820 in Candor, Tioga County. Can anyone find him? Or his family? I haven't been able to. Thanks for any help. Eleanor ELFenner@aol.com
