John, the first part "Skov" means forest and the "vogter" means guard or watchkeeper. I'm better in Swedish, in which the corresponding word is skogvaktare. My dictionary translates it as forester, gamekeeper, forest keeper or (in American English) [forest]ranger. My father had a few "skovvogters" (metsänvartija in Finnish) as his assistants in the silviculture and supervision of his forestry district.
