This may sound like the silliest question ever, but did you attach the chill mat to your computer via the USB cable? I've had these, and don't recall them making much noise, so feeling the air would be the way to check. However, remember that the air is going INTO the mat, not out. That said, from the website I found, apparently this model is pretty prone to failure. If you bought it locally, carry it back and have them "show" you how it is (or is not) working. Good luck.
