When the "trash" is emptied, the operating system overwrites a character or two of the title and makes that space occupied by the data to be available to be overwritten by new files. If you are sending files to the trash bin, they are held in reserve so you can recover them until the trash is emptied. Even though the file has been made available to be overwritten, it can still be recovered by using third party utilities that may be able to recover all or part of the file until it is completely overwritten.
