You can also then write the same NARA office and ask if he was naturalized. Or you can write the Chicago office who may well have a copy of his naturalization - if he was naturalized. I've found them to be very helpful and resourceful when confronted with limited information. The ship manifest will cost $17.50, the naturalization will be inexpensive and contain several pages which may not be of great use but are nice to have in the genealogy file. Check the 1920 census if you aren't sure of his status - alien or citizen. It'll tell you what year he was naturalized (if he was) and that will send you on your way to obtaining the records. As in my other email sent privately, you can have Illinois Archives check the census for you free of charge but it'll take a while for them to get back to you.
