Boycott Ellis Island Website http://www.ellisislandrecords.org/ Many of you are familiar with the Ellis Island records website but you may not be familiar with Steve Morse. Steve created a front end or gateway to make it much easier to search the Ellis Island records site. He had this gateway up at: http://home.pacbell.net/spmorse/ellis/ellis.html . He offered many other parameters to search the Ellis Island site and it was remarkably user friendly in it's ease of use and search options. In fact it is the front end that Ellis Island records should have offered to begin with. Steve did a remarkable job and it's my opinion that he should have been hired by them rather than be threatened by them since he obviously has a much better grasp of what is actually needed than the people that designed the site. Ellis Island records org. has decided that Steve Morse is in violation of their terms of use and has notified him of such. He feels that it is not in violation but has taken the website down because he does not have the resources to fight them. If they feel this is cutting into their revenue, why not just ask Steve to put up a banner on his site encouraging donations or membership to the Ellis Island org.? Hi Peggy I have found lots of data on that name. Go to this website ITALY GENEALOGY SURNAME NAVIGATOR and click on Italy then type in your lastname of interest. Leave all the check active. Many sites will appear and on top of each other also at times 2 error messages just click ok and they go away. Now work backwards throuh the sites be patient as some take a little time to come up. There at least 250 in the Italian phone book. Ancestry.com has tons and there are others. The last 2 sites have the most data over 600+ and you can click on each of them and there is more data in the background. However I am not sure if they are any of your Capone family. Also go to my family website http://www.dellarocchetta.com/ and on the favorite links page we have lots of reseach tools. Remmeber the best data today comes from the Mormon Church records and most of the data on the internet comes from their Family History Library [FHL]. So the best approach to take is talk to the living and the older they are the better aunts uncle cousins family friends etc. Then go to your FHL and they are world wide and ask for help to get started they have volunteers to help you. About 90 % of my data has come from the FHL. For people that died in the US death certificates are available for 5 dollars if you know the month and year they died. The difference among the two seems little but it was relevant to our ancestors. A farmhand get only a little payment (money but mostly edible goods) whereas sharecroppers usually took about half of the harvest. Sometimes people used places name as second surname, sometimes they used the father's (or, more rarely, the grandfather's) name. Sometimes they used a nickname. I found this interesting passage about them, though: IL CATASTO ONCIARIO Il Catasto Onciario venne istituito da Carlo III di Borbone con Real Dispaccio del 4 ottobre 1740, al quale fecero seguito le Prammatiche, emanate tra l’ottobre 1740 e il marzo 1742, dalla Regia Camera della Sommaria. In queste “Prime Istruzioni” erano contenute le indicazioni riguardanti solo la prima parte del procedimento di catastazione, di competenza delle Università: le modalità di compilazione degli atti preliminari, dell’apprezzo e delle rivele; mancavano ancora quelle relative alla procedura di formazione dell’onciario vero e proprio. Inizialmente di competenza dell’amministrazione centrale, solo con le “Seconde Istruzioni”, emanate nel settembre del 1742, anche la compilazione dell’onciario veniva affidata alle Università del Regno. Al complesso delle disposizioni si erano aggiunte, nel 1741, quelle derivate dal Concordato stipulato con la Santa Sede e riguardanti le modalità di tassazione dei beni ecclesiastici: per intero quelli acquisiti posteriormente al Concordato stesso, e per metà quelli posseduti prima del 1741. Il catasto onciario appariva come una innovazione tecnico-documentale, seguita ad una politica riformatrice avviata da Carlo III nel Regno di Napoli e finalizzata a diminuire la sperequazione fiscale. Dal punto di vista tecnico e funzionale la formazione del catasto era affidata agli amministratori, ossia ai “sindaci ed eletti che compongono il corpo dell’Università”. Erano questi a produrre, o acquisire, gli atti preliminari, bandi, status animarum e attestazioni varie e a seguire tutto il complesso procedimento di accertamento del possesso dei beni e conseguente imposizione fiscale. Il primo bando riguardava la formazione e l’esibizione delle rivele. A questo ne seguiva un altro, per la convocazione “ad sonum campane” del “pubblico parlamento”, per l’elezione dei sei deputati “due del primo ceto, due del mediocre, e li restanti due dell’inferiore” e di quattro estimatori “due cittadini e due forestieri”. I sei deputati erano preposti, in un successivo momento, allo spoglio delle stesse rivele e alla loro discussione unitamente all’apprezzo. Agli estimatori competeva, invece, solo la compilazione di quest’ultimo. Con un ulteriore bando veniva resa pubblica la discussione, momento fondamentale di tutto il procedimento, durante la quale si eseguivano una sorta di controllo incrociato tra le varie tipologie documentali, mirato alla redazione del “grande libro dell’onciario”. Gli atti preliminari dovevano contenere le attestazioni sul “patrimonio sacro” di sacerdoti, gli status animarum acquisiti dalle parrocchie e da utilizzarsi per il controllo anagrafico delle rivele, le attestazioni degli amministratori riguardanti gli elenchi di fuochi assenti, nonché tutti i documenti probanti la soggezione della partita catastale ad eventuali pesi. La rivela era invece espressa in prima persona dal diretto interessato, dal capofamiglia nel caso di nucleo familiare. In quest’ultimo caso essa conteneva tutte le generalità dei componenti il fuoco. Seguivano poi le dichiarazioni dal capo-fuoco sulla casa di abitazione, il possesso di eventuali beni immobili, di beni mobili, animali o altri dati rilevanti, e infine l’eventuale soggezione a pesi come censi o debiti. Erano tenuti a presentare la rivela tutti i capifamiglia residenti nel territorio dell’Università, cittadini o forestieri, anche se nullatenenti, gli ecclesiastici e i “fuochi assenti”. Parimenti erano obbligati alla presentazione anche gli enti religiosi che ricadevano nel territorio dell’Università. Il secondo atto del procedimento catastale consisteva nella pubblicazione, da parte degli amministratori dell’Università, del “Bando per la convocazione del Pubblico Parlamento per l’elezione dei sei deputati e dei quattro estimatori”. Gli estimatori erano incaricati della materiale realizzazione dell’apprezzo, mentre i deputati dovevano anche provvedere allo spoglio delle rivele e alla discussione delle stesse. L’apprezzo aveva per oggetto i soli beni immobili ad eccezione dei fabbricati, e la sua attendibilità si fondava essenzialmente sulla capacità professionale degli estimatori, agrimensori e buoni conoscitori del territorio. L’apprezzo aveva inizio in un punto del territorio dell’Università e proseguiva in maniera circolare fino a ricongiungersi al punto di partenza. Le annotazioni registrate quotidianamente dagli estimatori sui cosiddetti squarciafogli, venivano poi trasferite sul “libro dell’Apprezzo”. Il terzo atto del procedimento catastale era rappresentato dalla discussione delle rivele e dell’apprezzo. Detta discussione resa nota per mezzo di un apposito bando, era pubblica, e si concludeva con la redazione del cosiddetto “libro dell’Onciario”. L’onciario si presenta distinguibile in due parti, nella prima si susseguono le partite catastali, riprodotte nella loro struttura molto similmente ai risultati forniti dagli spogli delle rivele, e articolate nelle categorie fiscali dei residenti (cittadini, vedove e donne del Terz’Ordine, ecclesiastici, forestieri abitanti), dei non residenti (forestieri bonatenenti) ed degli enti religiosi (chiese, conventi, parrocchie, cappelle, ospedali, ecc.). Nella seconda parte è riportata la cosiddetta collettiva generale delle once a cui seguono lo stato discusso e il complesso meccanismo di determinazione delle aliquote fiscali per ciascuna categoria di contribuenti. La partita catastale si apriva con la composizione del nucleo familiare, nel quale – molto similmente alla rivela - di seguito al capofuoco, venivano indicati gli altri componenti il nucleo, prima la moglie, poi i figli, e infine, se presenti, eventuali altri conviventi, anche non legati da vincoli di parentela. La successiva indicazione riguardava il cosiddetto testatico, ovvero la tassa applicata al capofuoco, tranne nel caso in cui questi “viveva nobilmente”. All’indicazione del testatico seguivano le once di industria, applicate ai lavoranti maschi di età superiore ai quattordici anni. In una mescolanza di persone e di beni tipica della catastazione borbonica, seguiva l’indicazione dei beni, iniziando dalla casa di abitazione del fuoco, esentata peraltro dalla imposizione fiscale, e, successivamente, eventuali altre abitazioni, se in possesso, gli appezzamenti di terreno, con l’indicazione approssimata dell’estensione, dei confini, della tipologia colturale, ed infine l’estimazione della rendita, tradotta in once. Un’altra indicazione riguardava i beni mobili, soprattutto interessi derivati dalla concessione di prestiti, o anche riscossioni di censi o canoni. Venivano inoltre descritti i capi di bestiame, dei quali veniva specificato l’eventuale rapporto contrattuale esistente, nel caso fossero affidati a terzi, oltre che l’estimazione della rendita. La partita catastale si concludeva con l’indicazione minuziosa dei pesi, ove presenti, specificando anche la persona o l’ente cui era destinato il pagamento. Dalla differenza tra il reddito imponibile lordo e i pesi in deduzione si otteneva il reddito imponibile netto, sempre espresso in once, utilizzato successivamente per la liquidazione della tassa.
