As you are well aware, Hispanics come in all colors, just like "Americans" for that matter. Most US residents have been exposed to one particular "race" of Hispanics, and there's where the stereotype begins. They have seen either Indian or mestizo Mexicans (not all Mexicans, of course) because that's the class that tends to come to the US as low-wage workers. I personally would categorize that class as "American Indian", if I may push the definition a bit, or as "other". The issue for Census purposes is what those people consider themselves to be, since they are the ones who respond to such a question. On the other hand, what race a, say W.A.S.P, would perceive them to be is entirely another matter. Technically speaking, a Spaniard (from Spain) is not a Hispanic so he/she must probably will classify himself/herself as white. Hispanics are the people of Latin America and the Caribbean who claim to originally have had ancestry from the people of Spain. As a result, not even Brazilians are Hispanics! Do you think the average "Joe six-pack" knows or even cares to understand all this? :)
