I'm researching my GGFather, who was italian, and emigrated to Tucumán Argentina, before 1890, who also worked as an Ingeneer (or so) building bridges for the rail company (Ferrocarriles Argentinos?) at he same time of your ancestor. He also died in Tucumán about 1911. My experience, so far, has not been different from yours. I've requested several times to the Civil Registration offices his death certificates with no answer at all, the same with both cementeries in Tucumán. Right now I've requested church records and the 1895 census films thrugh the Last Saints Day church, you may want to take a look it could be useful for you too. I'm also trying to know in what dates the railway has been built in different provinces (states) in the northern of Argentina, it could be useful with the census, and also I'm trying to get the employees list of the railway company, but I dont know it those registries even exists. I'll keep you in the loop, if I find something in common or if I cross with WILLIAM PERKINS data. Poveda sería pues, un lugar de álamos, o sea una alameda o chopera.
