.art files are an AOL (America Online) format. Very few other programs support that format. You could try installing AOL's software and see if you can open the files, then resave as jpeg. Try opening the files, one at a time, in AOL's browser. Just hope you have better luck than I've had. If you have an original install CD for Windows 98 you should be able to reinstall from the CD, as long as the computer boots from the CD. If it doesn't, you may need to check the BIOS boot sequence.
