The Gimp is on this page. I installed it, but I haven't found it at all easy to figure out how to use. I have Paint Shop Pro, which is not free but in the older versions is not all that expensive. Of course I don't know if they work with Vista. It sounds like this paint.net might be the thing - sounds like a free version of Paint Shop Pro, but I haven't tried it. I like Paint Shop Pro.
