Setting out a document like this is always tricky. You'll need to read up on section breaks. Each section will need to be formatted quite separately, with columns or whatever. Don't put any forced page breaks in until the very end, after you've seen how the sections work and how the automatic page breaks look. Watch out for long runs of (carriage) returns that might be causing you to have those long gaps in your text. I always find I must keep the formatting symbols showing too, so that I really know what's going on. Good luck!
