Depending on the current use of the property, there may be safety reasons for not wanting people to go to view the graves. If you ask the manager to accompany you while you are "back there", it might make things easier. You might also offer to sign a release of liability just in case you get hurt "back there". Generally businesses are concerned about their liability. I doubt that you will ever get laws controlling the public use of private property. We all hear of cases where families have split apart after the death of parents, etc., and after the split they surely are not willing to allow "the enemy" on their property. Especially when one child has inherited the family homestead, buried the parents or grandparents somewhere on the property, and then had a falling out with their siblings. That is how family fueds are kept going. There are no courts that will force people to open their property to people they are fighting with.
