Those cemeteries on private property should be treated as if they were private homes. If the owner does not want those cemeteries looked at, I doubt that anything short of a court order would force the owner to open their property to the project. I also doubt that a court would grant such an order. For church cemeteries, talking to someone in the church office should be enough. There the property is private, but generally the public is welcome.
