You would need to look at it in a gif animation editor. There are quite a number of them out there including some freeware and shareware editor. I think whoever set this one up set the time between scenes to short. That is also something you can do in an animated gif editor. I've been using this one for a long time, along with 2 purchased graphic programs. I like it a lot.
