    3. One clue for you--your ancestor most likely was not born in Twiggs Co., GA in 1784--it didn't exist that early. He was probably raised there and assumed he was born there. I found the same occurence with some of my relatives. Joel Carter said in a newspaper article that he was born in Crawford Co., GA, in 1810--there was no Crawford county that early, but that was where he was raised. By searching GA records, it is quite obvious he was born in Twiggs County, GA. In 1784, the area that was to become Twiggs was very much Indian Territory.
