Special Collections at Reese Library, Augusta State University, has two or three copies. It's 52 pages long. The address was given before the Georgia legislature in July 1883 and printed in 1884. The copies don't circulate but contact Carol Waggoner-Angleton (cwaggone@aug.edu). Maybe she can photocopy it for you. I used the pamphlet last week for an article on Governor Jenkins.
