While these letters pertain to Josephus Coggin of Pike County, the letter from the Commissioner of Pensions is very informative as to the rules/regulations on pensions for Confederate veterans and thier wives/widows. According to this letter, widows of Confederate veterans who were married to them "after" January 1, 1881 could apply for his pension for the remainder of the year in which he died. Dear Sir:- Since mailing to you the pension list for Pike County I wish to report that Mr. Josephue [sp] Coggins which is No 1 on the list died March 1st 1929. Yours truly, J.L. Dear Sir: - Enclose [sp] please find check for $50.00 which is refund of deceased pensioner who died March 1st, 1929. Josephus Coggins. I suppose this is all that I have to do to complete this part of the refund pension. Yours very truly, J.L. Milner Ordinary Pike County June 10, 1929 Hon. J.L. Milner, Ordinary of Pike County, Zebulon, Georgia My Dear Judge: I note with your "Death, Removal, and Transfer" report for the Second Quarter you report the death of Josephus Coggins on March 1, 1929, and that he left a widow. If Josephus Coggins was married to this widow prior to January 1, 1881 she is eligible for a pension in her own right for which application should be filed on a white blank provided for the purpose; if he was married to her "after" the above mentioned date, she is entitled to the remainder of the pension due her deceased husband for the year 1929, for which she should make application "each quarter" on a yellow blank like the enclosed. Since Josephus Coggins died before receiving his First Quarter pension, his widow should have filed application for same on a yellow blank, and when this application was approved by this office the fifty dollars could have been paid to her instead of being refunded to the state treasury as was done. Kindly have Mrs. Josephus Coggins file application for the first and second quarter pensions of her deceased husband on the enclosed yellow blanks and return to this office right away, and we will include her First Quarter payment in a warrant which we will draw in a few days, and the Second Quarter will be sent with the regular payment.
