I personally know of a man that lived on the Tennessee/Georgia line that served as mayor of two towns (at different times); one in Tennessee, one in Georgia and he never moved - lived in the same house! There are still some areas in this area where census takers (in 1980 - not 1880) found people who said they did not know if they lived in NC, TN or GA!
