I've had good success writing directly to the probate court for various counties and getting copies of wills & estates. It depends on how busy a county it is and I've never written for anything in Jackson Co. as of yet. The GA archives will also do it, but they are pricey-last I checked 2 years ago it was $15 for instate & $25 for out of state (which was an improvement as for a while it was $50 out of state.).
