I've seen the term, too. In the cases where I've noted it, the person was elderly and was in the household of someone other than an immediate family member. I took it to mean that the person was unable to take care of himself. In my case the "inmate" was a 90 year old grandfather in the household of his granddaughter and her husband. W. Two situations come to mind for the 1850 time frame. The sheriff sometimes boarded the prisoners.
