Elaine, You might look for WATERS instead of WAITERS as sometimes the census taker misunderstood or thought he knew everything. Also the index transcriber of the censuses often misread the writing. I've seen many strange things. BTW I looked at Waters in 1860 Gwinnett census and the only William I saw was 17, father Moses. Janie
