It is my understanding that the states are, for the most part, free to create committees and to revise their guidelines as often as they choose. There is no sanctioning of the Guidelines Revision Committee that is called for, welcomed or required by the AB, the NC or the USGW. Many states have their own guidelines in addition to the USGW guidelines, so yes, it is normal. Any changes, amendments, alterations or redrafts would be voted on by the CC's.
