The bylaws of the National Project suggest the state adopt guidelines of their own. In Article XII. State Projects, Section 5. "State projects are empowered to develop/adopt any additional rules/bylaws and guideline, as appropriate, for their state so long as they do not conflict with these bylaws (WOT: meaning the National Bylaws). As a member of the new committee, my understanding is that there will be input from the cc's all along the line, and then brought back to the membership at large for vote.
