I personally don't know Tim's health, habits and work load as well as you do. However, Richard has NO obligation to answer for Tim. I wouldn't want to have to answer for Tim's actions. BUT I would like someone to point out the guideline that says a CC can be listed on the County Selection List and still not be a member in good standing of the Project. Thank you.
