Hi Kemis, The banners were created by Bob Franks of Liberty County. Use of the banners is voluntary, not mandatory. I would already have one on Wilkes, but the policy isn't official at this time. I plan on linking the banner to the policy, if passed, on the state website. As far as the policy being understood, yes, it's pretty common sense stuff.
