After all these years of searching poof! there it is :D I'll be visiting there again tonight after work. Thomas Stroud's claim was disallowed. Apparently you had to swear that no relative nor yourself served the CSA in any way shape form or fashion and since his brother John served from 1862 till May 1865, no go.
