John Kelly is the Probate Judge. Birth certificates are not entirely open to the public for privacy concerns of the living. However, if it is your birth certificate you are trying to obtain, I would suggest contacting the Probate Court in Eastman. Otherwise, for genealogy, I would suggest census records.
