If Thomas Payne was in DeKalb Co., AL, you might want to check the Alabama State Census taken in 1866. You may find the family listed there. I found a number of my relatives, LYONS and BURGESS listed in this census. Members of both families served during the Civil War, the Lyons members were in Tennessee prior to the War and moved to AL just after the end of the war. The Burgess members joined their units in Georgia and moved to AL just after the end of the war.
