The Clarke County Cemetery book is still available from AHS - it's $30 plus $3 shipping from Athens Historical Society, P.O. Box 7745, Athens, GA 30604-7745. This book has the OLD City Cemetery (AKA Jackson Street Cemetery), but not Oconee Hill or the modern memorial parks in Clarke Co. The transcriptions were done in 1994 with verification in 1998, published spring 1999.
