    2. I don't believe that birth certificates were mandatory in the state of Georgia until the 1920s; however, some places had them before that. By birth certificates, I mean a record of births recorded in a separate register all their own by a political body. The oldest that I am aware of in this state are those in Savannah starting in about 1890. Those early birth certificates had scanty information, but did include the sex of the child, the parents' names and their street address at that time. In appearance, they resembled something like some of the old over-sized checks from years ago in terms of their size. My great-grandmother, Minnie Lou Foss whose family originates in part from Bulloch County, was the first of her family born in Savannah in 1893. Her birth was recorded upon such a certificate and is on record at the Chatham County Health Department with the other originals from that era. Many years later, she went through the process to have an addendum attached that added her name.
