Liz Gerlits Liz- I would think that any reference librarian could answer your specific questions. Not knowing GA/FL history I am not sure you mean before or after they became a state. However, in the Family History Libraries they have books that show the creation and movement of counties in a state by census year i.e, 1790 to ?? You might be able to look at these books to get sufficient information to answer your questions.
