You might try calling the Ga Archives and asking for the Map Department. I needed to find where my Civil War ancestor signed up as it was no longer on the map. The lady in charge of that department had never heard of Oatland Island either. She found it and mailed me a copy for the map. I think her title was Chartographer or something similar.
