I believe The city of Decatur in Dekalb County has this ordinance; there is an old family burial plot that was protected, enclosed with brick and fencing by developers when a large mall was built years ago. The Mall is in Dekalb County. You can probably find via "google". There was an article in the paper about the cemetery and the preservation a few years ago in Atlanta (Atlanta Journal).
