This message will pop up in a window if the file has been set to run as Administrator. If you remove this requirement it will open normally. To remove this, right click on the FTM.EXE file in the FTM 2011folder on your C Drive. Select properties, click on the compatibility tab, untick the box next to "Run this program as an administrator" All done. I had to right click on the desktop icon, click on Properties/Compatibility/Run this program as administrator. I didn't find an FTM.EXE file, only a FTM.exe.config file which did not lead me to the solution. Now when I open FTM is doesn't show the "allow changes" message. Thanks for the help.
