I believe you may be interpreting the quote incorrectly. The quote does not mention the email notification service. I believe it may be referring to an older system which actually sent an email to the user. I never used it too much so I may be miss remembering the feature but the quote is definitely missing the phrase "email notification". I've searched for some method of turning the email notification off/on but haven't been successful.
