BJ...I have the same experience as you in 2012 and 2011 regarding the ability to drag and drop media items in the side panel of the Family work area. In the Family work area, side panel, media view, ALL media items (photos, census etc) for that person are shown and there is no ability to move them, either by dragging or by an arrow. In the Person view, bottom panel, media tab, only those media items attached to the person are shown. Not the media items attached to facts. You can change the position of the media items in the Person work area, media tab by using the arrows.
