Resolve All is not allowing the program to use a set of default Place Names. It produces a list of all unresolved place names and offers you, the user, options for resolving them. It's use has its place in the overall strategy of resolving the place names. I like it for certain areas such as when the comments and place names have been imported from FTM 16 and earlier.
