I have no problem using diacriticals under Windows XP with my old FTM 16 or under Mac OSX Leopard with Reunion. Since you are running on Mac hardware using "the XP partition" then you should have no problem. Some find it easier to insert diacriticals with the character map program John O mentioned. I found it easier to learn the "alt" numeric codes for the diacritical characters I used most frequently and just type them in. Use your favorite search engine to find out about diacriticals and Windows, or perhaps the windows help files or theres a knowlege base article on the M'soft site somewhere.
