Ray, I note you are using SVG and heaps of Javascript, but after scanning through the code on your welcome.html page, I haven't found any reference to the rootsweb counter. Going back to the root page of the site, I only found the meta redirect. Maybe have a look at - http://freepages.genealogy.rootsweb.ancestry.com/~gearyfamily/adding-counter.html ... just to ensure you have the correct setup.
