I think the problem is in thinking about what to make FrontPage do, instead of what to make Windows do. Windows ships with pre-set defaults, but you can change them. You can set your Windows Registry to call certain programs based on their file name extension. Let's say you want to use Photoshop to edit JPEG files. They'll have extensions of either .jpg or .jpeg. Open your Windows Control Panel and look for "File Associations", scroll down to the .jpg or .jpeg extensions and select the program you want from the list of installed programs you have. From then on, those files will open with Photoshop. Or -- within FP -- right-click the file name and select "Open with".
