Files names should only be changed if they have a space like so pretty%20flowers.htm and you should use dashes not underscores like so pretty-flowers.com ... of course if you know for a fact your page is NOT indexed... then change the file name.. however its really only a good idea to change a file name if you can then point from the old to the new ... and thats best done on a unix host where you can use a 301 redirect using the meta redirect is not a good idea. If you cannot use a 301 redirect then the best thing is to remove all the content ( which you should do anyway) from the old page put a link on the page to the new page... using some good anchor keywords that describe the new page .. and leave it at that. If your pages are spidered don't change the file names... let the page work for you as someone else suggested.
