If you have both a district and volume missing, then use ?,? in the 'district' box in WinBMD. You will get lots of warnings in WinBMD when you use ? but should persevere and keep on clicking 'OK' and the file should then save properly, and should upload to FreeBMD, though you may again get warnings.
