Hi. The first problem, Outlook Express stripping attachments fom emails, might be: Is it OE saying it has removed access to the following unsafe attachments in you mail: ... list of them ... when you view the message ?. Or they are greyed out when you click the paperclip in the preview pane ?. If so, try - Tools - Options - Security tab - untick the box that says "Do not allow attachments to be saved ..." As to the other problem - no idea!
