    3. If a field is missing I believe one should enter ? So I would enter the district as ?,d. An underscore indicates an unreadable character and * indicates an unknown number of unreadable characters. Since the entry is non existent I believe ? is the correct entry for the expected but missing volume number. Am interested to hear if others disagree, for my own knowledge.
