Having just searched a name in a quarter which is >99% done, and come up with a page (or two) that consists mostly of uncertainty fields, although the pages have been transcribed once, it can't realistically be described as "complete". There is a "rescan" of pages waiting for the second transcriber to come along, which is a lot (lot!!) more readable than the initial one. Graphs and stats are sometimes "nice", but it's always in the interpretation ...
