I suggest that you recalibrate the ruler even though it appears to be correctly calibrated ("goes down to the tenth record"). When the scan is displayed, switch off the ruler if it is displayed (View/Hide Ruler). Then switch on the ruler (View/Show Ruler). OK to the next message. When the message comes up to move the ruler to line one, use the scroll bar controls to move the image up and down so that ruler is under line one - do this even if it is already in the correct place. Click OK and do the same for the tenth line - again move the image even if it is the correct place.
