I use chariot as my ISP and Outlook Express to send my mail via dial up. Just over a week ago chariot refused to send any of my emails to people with adam, bigpond or optus isp's. I can send emails to overseas, chariot, government email addresses etc but still not to anyone using adam, bigpond or optus isp's. Chariot's options to me (after many hours on the phone to chariot) are to get rid of Outlook Express - spend at least 2 hours downloading something else - even then it might not work. Or I can try and send everything via chariot's web mail - which means I have to be online and I cannot send attachments. Neither of these options seems acceptable service to me.
