Donald C. Milligan Jr., 36, on probation after a drug conviction, was required to report for random drug tests. Knowing that he would fail the test when he was called in, he rigged up a plastic bottle filled with a friend's urine, attached it with a tube to a plastic penis painted with makeup to match his skin, and reported to his Cleveland, Ohio, probation officer. But the probation officer, "trained to observe the sights and sounds of urination," quickly discovered the ploy and demanded a real sample. It showed positive for cocaine and opiates. Even if the officer had been fooled, though, Milligan would have lost out: the friend's urine tested positive for cocaine and opiates too.
