William, In 1934, there was no requirement for the registration of aliens. The U.S. Congress passed the Alien Registration Act of 1940 which required all resident aliens to register with the federal government in January 1941 and to report to their local post office (a federal agency) each January thereafter until 1954 when that annual reporting requirement was eliminated. The only earlier requirement for alien registration was during World War I when "enemy" aliens were required to register if they had not filed their Declaration of Intent to become a citizen before a specified date. Alien registration records for the 1940 Act may be obtained through the federal Bureau of Immigration and Citizenship (BCIS) through the appropriate regional office or Washington, DC. The states do not register aliens or have such records.
