Or blame the voters who voted for 4 yr old kindergarten, smaller classrooms & high speed rail without considering how those things would be paid for. The people pushing those amendments did not worry about where the money would come from and it is too bad so many voters were not smart enough to see that! Everything comes with a price tag.
